(1)unrestricted submission may ruin the useness of the repositories.
(2)if introduce peer-reviewed system, who pay for it?
- end users.(toll access)
- authors.(too expensive way for chinese researchers)
- society & government.(a long way to go?)
(3)other ways to restrict the submission;
- institutional depositories, submitter must come from THIS institution;
- affiliation based, submitter must come from qualified institutions.
- hierarchical based, different user have different priority. some can submit directly, some may seek endorsement from qualified members.
(4)different opinions, junk or valuable?
